{"id":2794,"date":"2009-12-25T11:06:43","date_gmt":"2009-12-25T09:06:43","guid":{"rendered":"http:\/\/www.nationalturk.com\/en\/?p=2794"},"modified":"2009-12-25T11:08:31","modified_gmt":"2009-12-25T09:08:31","slug":"experts-divided-on-chidambarams-move-to-overhaul-security","status":"publish","type":"post","link":"https:\/\/www.nationalturk.com\/en\/experts-divided-on-chidambarams-move-to-overhaul-security\/","title":{"rendered":"Experts divided on Chidambaram&#8217;s move to overhaul security"},"content":{"rendered":"<p><strong>As implications of Home Minister P Chidambaram\u2019s announcement that India\u2019s internal security would be overhauled, beginning with the creation of a new National Counter Terrorism Centre\u00a0 sank in, the intelligence community was divided on how effective the overhaul.<\/strong><\/p>\n<p><a href=\"http:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2009\/12\/chidambaram.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-2795\" title=\"Chidambaram\" src=\"http:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2009\/12\/chidambaram-280x210.jpg\" alt=\"Chidambaram\" width=\"280\" height=\"210\" srcset=\"https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2009\/12\/chidambaram-280x210.jpg 280w, https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2009\/12\/chidambaram.jpg 430w\" sizes=\"auto, (max-width: 280px) 100vw, 280px\" \/><\/a>Reacting to these developments, several former directors of the Intelligence Bureau\u00a0 told Business Standard that few home ministers had applied their mind to the country\u2019s security structure. So, Chidambaram needs to be complimented for his decision to overhaul the country\u2019s internal security. But many warned of structural and organisational loopholes in the system and said the home minister was touching a raw nerve.<\/p>\n<p>For instance, they pointed out, the National Technical Research Organisation was set up as a top signals intelligence outfit in the aftermath of the 1999 Kargil war following recommendations of the Kargil Review Committee. However, because it impinged on the turf of the Research and Analysis Wing and the Aviation Research Centre, it was not allowed to function. It was denied the facility of intelligence analysis because of the ongoing turf battle and given outmoded equipment, including cameras and an ageing Gulfstream jet, intelligence sources said.<\/p>\n<p>Former RAW officer RSN Singh said it was headed by a scientist from the DRDO and despite having the competence to perform, it was being undermined.<\/p>\n<p>Conscious that turf battles would break out once the overhaul plan was rolled out, Chidambaram spelt out the plan at his lecture on Thursday: intelligence agencies under the ministries of defence and finance would continue to remain with the respective ministry but their representatives would have to be deputed mandatorily to NCTC.<\/p>\n<p>But officers in the intelligence community said there were some vital questions such as whom would NCTC report to.<\/p>\n<p>Top government sources said the first director of the new organisation was likely to be Nehchal Sandhu, currently the number two in IB.<\/p>\n<span style=\"font-weight: bold; color: #f00;\">Error, group does not exist!
