A total number of 16,084 VoAs were issued during 2012 as compared to 12,761 VoAs issued during 2011\u201d.<\/p>\n<p>He said the highest number of 4604 VoAs were issued to tourists from Japan followed by New Zealand (3150 ), Philippines ( 2444), Indonesia (2,426), Singapore (1,974), Finland (914), Vietnam (186), Cambodia (157), Luxembourg (110), Myanmar (109) and Laos (10).<\/p>\n<p>The Indian government spokesman said \u00a0in 2012 highest number of VoAs were issued at Delhi airport (9596) followed by Mumbai airport (3276), Chennai airport (2,273) and Kolkata airport (939).<\/p>\n<p>\u201cDuring December 2012, 2,181 VoAs were issued as compared to 1640 VoAs issues during the month of December in 2011. It saw a growth of 33.0%,\u201d he added.<\/p>\n<h2>India launched Visa on Arrival scheme in January 2010<\/h2>\n<p>In order to facilitate arrival of foreign tourists to India, Indian government launched Visa on Arrival (VoA) Scheme in January 2010 for nationals of five countries &#8212; Japan, Finland, Japan, Luxembourg, New Zealand and Singapore.
