Russian President Vladimir Putin said the 28-article plan \u201ccould form the basis of a final settlement,\u201d whereas Ukrainian President Volodymyr Zelensky warned it may leave Ukraine choosing between \u201closing dignity or losing a key partner.\u201d<\/p>\n<h2><strong>Putin: \u201cThe Plan Could Form a Foundation for Peace\u201d<\/strong><\/h2>\n<p>Speaking at a Security Council meeting in Moscow, President <a title=\"Putin and Syrian President Ahmed al-Sharaa Meet in Moscow\" href=\"https:\/\/www.nationalturk.com\/en\/putin-ahmed-al-sharaa-meet-in-moscow\/\" target=\"_blank\" rel=\"noopener\">Vladimir Putin<\/a> commented on the updated U.S. peace proposal, noting that the plan had been discussed even before his Alaska summit with U.S. President Donald Trump.<\/p>\n<p>Putin said American officials had urged Russia to show flexibility and make certain concessions during the Alaska talks. \u201cDespite the difficulties, we confirmed that we were ready to be flexible,\u201d he said.<\/p>\n<p>According to Putin, Washington paused the process after the summit because Ukraine rejected the proposal, prompting the U.S. to revise the document into its current 28-point version.<\/p>\n<p>Putin stated that Moscow obtained the updated text through existing communication channels with the U.S. administration and added:<\/p>\n<p>\u201cThis plan could serve as a basis for a final peaceful solution. However, it has not been fully negotiated with us because the U.S. has been unable to convince the Ukrainian side. Kyiv is opposed.\u201d<\/p>\n<p>He further argued that Ukraine and its European supporters \u201cstill dream of delivering a strategic defeat to Russia on the battlefield,\u201d despite what he claimed was the reality on the ground.<\/p>\n<p>Putin insisted that Ukraine does not grasp the current military situation, warning:<\/p>\n<p>\u201cIf Kyiv refuses President Trump\u2019s proposals, what happened in Kupiansk will inevitably occur elsewhere. It may not be fast, but it will happen.\u201d<\/p>\n<p>Despite his criticism, Putin reiterated Russia\u2019s willingness to pursue diplomacy:<\/p>\n<p>\u201cWe are open to peace talks, but the plan must be discussed in full detail.\u201d<\/p>\n<h3><strong>Zelensky: \u201cUkraine Faces a Very Hard Choice\u201d<\/strong><\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-80995\" src=\"https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2025\/11\/Zelenski-800x450.jpg\" alt=\"\" width=\"800\" height=\"450\" srcset=\"https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2025\/11\/Zelenski-800x450.jpg 800w, https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2025\/11\/Zelenski-390x220.jpg 390w, https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2025\/11\/Zelenski.jpg 864w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>Ukrainian President Volodymyr Zelensky addressed the issue in a video message to the nation, describing the U.S. proposal as an extremely difficult challenge for Kyiv.<\/p>\n<p><strong>Zelensky stressed that the 28-point plan includes tough conditions for Ukraine:<\/strong><\/p>\n<p>\u201cUkraine may face a very hard choice \u2014 either losing its dignity or risking the loss of a key partner.\u201d<\/p>\n<p>He added that refusing the plan could expose the country to the most challenging winter of the entire war.<\/p>\n<p>Zelensky said Ukraine would work to reshape the proposal:<\/p>\n<p>\u201cWe will present counter-arguments and alternatives.
