Following two days of meetings at the Presidential Complex, NATO Secretary General Mark Rutte described the summit as \u201cextremely successful\u201d and said the commitments made by allies are now being put into action in Ankara.<\/p>\n<h2><strong>Rutte: NATO delivers results<\/strong><\/h2>\n<p>Speaking at a press conference after the summit, NATO Secretary General Mark Rutte said the meetings in Ankara marked an important stage for the Alliance. Rutte said, \u201cThe message of this summit is simple: NATO delivers.\u201d<\/p>\n<p>Referring to the decisions taken at last year\u2019s summit in The Hague, Rutte said the commitments made by allies to strengthen the Alliance were now being implemented in Ankara under the hosting of President Recep Tayyip Erdo\u011fan.<\/p>\n<h3><strong>Defense spending target set at 5 percent<\/strong><\/h3>\n<p>Increasing defense investments was one of the main items on the summit agenda. Rutte said allies had made significant progress toward the goal of allocating 5 percent of gross domestic product to defense by 2035.<\/p>\n<p>He stressed that the target was not only about spending more, but also about ensuring that armed forces have the capabilities they need in a more dangerous world.<\/p>\n<h3><strong>Procurement deals exceed 50 billion dollars<\/strong><\/h3>\n<p>Defense industry cooperation was another prominent topic at the Ankara Summit. More than 50 billion dollars in new procurement agreements were signed in a single day as part of the NATO Summit Defense Industry Forum.<\/p>\n<p>The summit declaration stated that allies committed to increasing collective production capacity, accelerating innovation and working more closely with the industrial sector.<\/p>\n<h2><strong>NATO Drone Edge initiative launched<\/strong><\/h2>\n<p>New steps on unmanned systems were also announced during the summit. Rutte said allies launched the \u201cNATO Drone Edge\u201d initiative. Under the initiative, 40 billion dollars is expected to be invested in unmanned systems over the next five years.<\/p>\n<p>A 27 billion euro infrastructure investment will also be implemented to strengthen <a title=\"Meloni-Trump tension reflected in Ankara protocol\" href=\"https:\/\/www.nationalturk.com\/en\/meloni-trump-tension-reflected-in-ankara\/\" target=\"_blank\" rel=\"noopener\">NATO<\/a>\u2019s fuel supply chain.<\/p>\n<p>New steps are also planned in technological fields such as artificial intelligence and interoperable transatlantic combat cloud infrastructure.<\/p>\n<h4><strong>At least 70 billion euros in support for Ukraine<\/strong><\/h4>\n<p>Support for Ukraine was one of the major agenda items at the summit. NATO Secretary General Rutte said allies pledged to provide Ukraine with at least 70 billion euros in military equipment, assistance and training this year and next year.<\/p>\n<p>The summit declaration also reaffirmed the commitment to maintain support for Ukraine at least at the same level in 2027.<\/p>\n<h3><strong>Czechia objects to Ukraine pledge<\/strong><\/h3>\n<p>Czechia made a different statement on the Ukraine support package. The declaration underlined the allies\u2019 \u201cunwavering commitment\u201d to Article 5, which states that an attack against one ally is considered an attack against all, and to the transatlantic bond.<\/p>\n<p>Rutte also said leaders in Ankara sent a strong message of unity on collective defense.<\/p>\n<h3><strong>\u201cI have not seen anything like this in recent history\u201d<\/strong><\/h3>\n<p>Rutte described the atmosphere during the two-day summit with an emphasis on unity. \u201cWhat I saw in the room with 32 leaders together was a tremendous sense of unity. I have not seen anything like this in recent history,\u201d he said.<\/p>\n<p>Rutte added that tough discussions among allies were natural and that different views within an alliance of democratic countries made NATO stronger.<\/p>\n<h2><strong>Erdo\u011fan holds intense diplomatic talks<\/strong><\/h2>\n<p>President Recep Tayyip Erdo\u011fan held several bilateral meetings during the summit. Erdo\u011fan met behind closed doors with French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, German Chancellor Friedrich Merz and British Prime Minister Keir Starmer.<\/p>\n<p>The meetings focused on bilateral relations as well as defense industry cooperation, trade, energy, European security, the Russia-Ukraine War, Iran, Libya and regional developments.<\/p>\n<h3><strong>Trade and European security discussed with Macron<\/strong><\/h3>\n<p>The meeting between President Erdo\u011fan and French President Macron focused on T\u00fcrkiye-France relations, regional developments and global issues.<\/p>\n<p>Erdo\u011fan said it was time for T\u00fcrkiye and France to raise their mutual trade targets.<\/p>\n<p>Referring to the importance of preserving the transatlantic bond as NATO allies, Erdo\u011fan said the European pillar could be strengthened without weakening allied ties.<\/p>\n<h2><strong>Defense, energy and Libya on the table with Meloni<\/strong><\/h2>\n<p>T\u00fcrkiye-Italy relations were discussed during Erdo\u011fan\u2019s meeting with Italian Prime Minister Giorgia Meloni.<\/p>\n<p>President Erdo\u011fan said it was important to improve cooperation between the two countries in many areas, especially defense industry, investment, energy and trade.<\/p>\n<p>Erdo\u011fan also said T\u00fcrkiye wanted to discuss not obstacles with the European Union, but the final issues standing before its membership process.<\/p>\n<p>The meeting also addressed the Four-Party Cooperation Process on Libya, launched by T\u00fcrkiye, Italy, Qatar and Libya.<\/p>\n<h3><strong>German Chancellor Merz invited to Antalya<\/strong><\/h3>\n<p>During his meeting with German Chancellor Friedrich Merz, President Erdo\u011fan emphasized the importance of advancing cooperation between the two countries, particularly in defense industry and trade.<\/p>\n<p>Erdo\u011fan said the transatlantic bond should be preserved while strengthening NATO\u2019s European pillar.<\/p>\n<p>President Erdo\u011fan also invited Merz to the COP31 Leaders Summit to be held in Antalya in November.<\/p>\n<p><strong>T\u00fcrkiye and the United Kingdom sign security and defense document<\/strong><\/p>\n<p>One of the notable developments at the summit was the signing of a Security and Defense Partnership Document between T\u00fcrkiye and the United Kingdom.<\/p>\n<p>The document was signed during the meeting between President Erdo\u011fan and British Prime Minister Keir Starmer, aiming to institutionalize cooperation between the two countries in defense and security.<\/p>\n<p>The partnership is expected to strengthen cooperation in areas including deterrence and defense, military cooperation, defense industry and technology, cyber security, hybrid threats, counterterrorism, resilience, civil preparedness and space.<\/p>\n<h2><strong>Trump comments on T\u00fcrkiye<\/strong><\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-81950\" src=\"https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2026\/07\/erdogan-trump-750x500.jpg\" alt=\"\" width=\"750\" height=\"500\" srcset=\"https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2026\/07\/erdogan-trump-750x500.jpg 750w, https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2026\/07\/erdogan-trump-1024x682.jpg 1024w, https:\/\/www.nationalturk.com\/en\/wp-content\/uploads\/2026\/07\/erdogan-trump.jpg 1280w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/p>\n<p>U.S. President Donald Trump also made notable remarks after the summit.<\/p>\n<p>Speaking before his meeting with Syrian President Ahmed Shara, Trump said Syria could be removed from the list of \u201cstate sponsors of terrorism.\u201d<\/p>\n<p>Trump also responded to a question about Israeli Prime Minister Benjamin Netanyahu\u2019s stance toward President Erdo\u011fan.<\/p>\n<p>Trump said Erdo\u011fan and Netanyahu did not get along, adding, \u201cErdo\u011fan has been great for me. T\u00fcrkiye has been a wonderful ally. It is also a NATO country.\u201d<\/p>\n<h3><strong>Rutte responds to S-400 question<\/strong><\/h3>\n<p>NATO Secretary General Rutte was also asked about T\u00fcrkiye\u2019s Russian S-400 air defense system.<\/p>\n<p>Rutte said the issue was mainly a bilateral matter to be addressed between Ankara and Washington.<\/p>\n<p>He said T\u00fcrkiye and the United States were working on the issue and added that he preferred not to comment publicly.<\/p>\n<h3><strong>Iran and Arctic security also discussed<\/strong><\/h3>\n<p>Iran was another issue raised during the summit. Rutte said NATO\u2019s position on Iran was clear and that the Alliance\u2019s common policy was that Iran must not acquire nuclear weapons capability.<\/p>\n<p>He also spoke about the Arctic region, saying NATO had taken action against the risk of Russia and China gaining greater access in the region.<\/p>\n<h3><strong>Meloni: Europe must ensure its own security<\/strong><\/h3>\n<p>Italian Prime Minister Giorgia Meloni held a press conference after the summit and commented on European security and defense spending.<\/p>\n<p>Meloni said Italy\u2019s share allocated to defense and security had increased and that the country would fulfill its commitments in a sustainable way.<\/p>\n<p>\u201cThe time has come for Europe to ensure its own security by itself. This is not to do anyone a favor, but to avoid being dependent on anyone,\u201d Meloni said.<\/p>\n<p>Referring to the crisis in Iran, Meloni said she was concerned and added that the military option had not produced concrete results, stressing that negotiations should be pursued.<\/p>\n<h2><strong>Netherlands thanks T\u00fcrkiye<\/strong><\/h2>\n<p>Dutch Prime Minister Rob Jetten also thanked T\u00fcrkiye for hosting the summit.<\/p>\n<p>Jetten said the Ankara summit was very well organized and emphasized that NATO was vital for Europe\u2019s security.<\/p>\n<p>He described T\u00fcrkiye as one of the most important allies in NATO, saying the country had a strong military and played an important role in European security.<\/p>\n<h3><strong>Leaders sign the family photo<\/strong><\/h3>\n<p>Following the official welcoming ceremony at the summit, leaders posed for a family photo. The printed and framed photo was signed by the leaders one by one. President Erdo\u011fan placed the final signature on the photo.<\/p>\n<h2><strong>Next summit to be held in Albania<\/strong><\/h2>\n<p>NATO Secretary General Rutte announced that the next NATO Summit would be held in Albania. Rutte said the decision had been taken at the summit in The Hague, adding that the exact date had not yet been determined.<\/p>\n<h2><strong>Leaders leave Ankara<\/strong><\/h2>\n<p>After the summit came to an end, leaders began leaving Ankara. Official state aircraft carrying the leaders and delegations of Denmark, Canada, Spain, Italy and Germany departed from Ankara Airport.
