{"id":12472,"date":"2010-01-04T16:51:01","date_gmt":"2010-01-04T14:51:01","guid":{"rendered":"http:\/\/www.nationalturk.com\/?p=12472"},"modified":"2019-03-28T11:08:33","modified_gmt":"2019-03-28T08:08:33","slug":"katsayi-sorunu","status":"publish","type":"post","link":"https:\/\/www.nationalturk.com\/tr\/katsayi-sorunu\/","title":{"rendered":"Kangrenle\u015fen Yaraya Yap\u0131\u015ft\u0131r\u0131lan Bant"},"content":{"rendered":"<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" title=\"Emre G\u00f6ll\u00fc\" src=\"http:\/\/www.nationalturk.com\/tr\/wp-content\/uploads\/2010\/06\/emre-gollu.jpg\" alt=\"\" width=\"88\" height=\"115\">Ac\u0131s\u0131yla tatl\u0131s\u0131yla bir y\u0131l daha geride kal\u0131rken, geride b\u0131rakt\u0131\u011f\u0131m\u0131z y\u0131l\u0131n son g\u00fcnlerinde kamuoyunun g\u00fcndeminde, yayg\u0131n olarak bilinen k\u0131salt\u0131lm\u0131\u015f ismiyle \u201ckatsay\u0131 sorunu\u201d yo\u011fun \u015fekilde yerald\u0131. <\/strong><\/p>\n<p>\u00dcniversiteye giri\u015f s\u0131nav\u0131nda, meslek lisesi mezunlar\u0131n\u0131n \u00f6\u011frenim g\u00f6rd\u00fckleri alandan farkl\u0131 bir b\u00f6l\u00fcm\u00fc tercih etmeleri h\u00e2linde, puanlar\u0131n\u0131n hesab\u0131nda buna g\u00f6re d\u00fc\u015f\u00fck katsay\u0131 kullan\u0131lmas\u0131, on y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcredir d\u00f6nem d\u00f6nem yo\u011funla\u015fan \u015fekilde kamuoyunun g\u00fcndeminde yeralan ve i\u00e7inden \u00e7\u0131k\u0131lamayan bir sorunu olu\u015fturdu.<\/p>\n<p>\u00dczerinde epey tart\u0131\u015fman\u0131n yap\u0131ld\u0131\u011f\u0131 bu sorun, Y\u00d6K\u2019\u00fcn \u00fcniversiteye giri\u015f s\u0131nav\u0131 puanlar\u0131n\u0131n hesab\u0131nda t\u00fcm orta\u00f6\u011fretim mezunlar\u0131na e\u015fit katsay\u0131 uygulanmas\u0131 \u015feklinde ald\u0131\u011f\u0131 kararla bir \u00e7\u00f6z\u00fcme kavu\u015fturulur gibi g\u00f6z\u00fckse de Dan\u0131\u015ftay\u2019\u0131n bu karar\u0131n y\u00fcr\u00fctmesini durdurma karar\u0131n\u0131n ard\u0131ndan, farkl\u0131 katsay\u0131 uygulamas\u0131 \u201cince ayar\u201d tabir edilecek bir d\u00fczenlemeyle geri d\u00f6nd\u00fc. \u00d6\u011frenim g\u00f6rd\u00fckleri alanda tercih yapacak \u00f6\u011frencilerin puanlar\u0131n\u0131n hesab\u0131nda katsay\u0131n\u0131n 0,15 olmas\u0131, alanlar\u0131 d\u0131\u015f\u0131nda tercih yapacak \u00f6\u011frencilerin puanlar\u0131n\u0131n hesab\u0131nda ise katsay\u0131n\u0131n 0,13 olarak al\u0131nmas\u0131 karar\u0131na var\u0131ld\u0131. S\u0131navda puan t\u00fcr\u00fcne g\u00f6re ilk bin ki\u015fi i\u00e7ine giren \u00f6\u011frencilere ise farkl\u0131 katsay\u0131 uygulanmayacak.<\/p>\n<p>Asl\u0131nda, y\u0131lan hik\u00e2yesi deyiminin anlam\u0131n\u0131n s\u0131n\u0131rlar\u0131n\u0131 zorlayan bu sorunun \u00e7\u0131k\u0131\u015f noktas\u0131n\u0131, meslek liselerinin durumu olu\u015fturuyor. Y\u0131llard\u0131r i\u015flev bak\u0131m\u0131ndan e\u011fitim sistemimizin kanayan yaralar\u0131ndan biri durumundaki meslek liselerinin amac\u0131, ara kademe eleman\u0131 yeti\u015ftirmek suretiyle gen\u00e7leri kolayca meslek sahibi yapmak ancak i\u015f uygulamaya geldi\u011finde kaz\u0131n aya\u011f\u0131n\u0131n \u00f6yle olmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. Meslek lisesi mezunlar\u0131n\u0131n kar\u015f\u0131la\u015ft\u0131klar\u0131 istihdam sorunu y\u0131llard\u0131r t\u00fcm \u00e7\u0131plakl\u0131\u011f\u0131yla kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor ve bir t\u00fcrl\u00fc \u00e7\u00f6z\u00fcme kavu\u015fturulam\u0131yor. Meslek lisesi mezunlar\u0131, diplomalar\u0131yla i\u015f bulamay\u0131nca, y\u00fcksek\u00f6\u011frenime devam etmek onlar i\u00e7in bir zorunluluk h\u00e2lini al\u0131yor. Y\u00fcksek\u00f6\u011frenimlerine alanlar\u0131na uygun bran\u015flarda, \u00f6zellikle de m\u00fchendisliklerde devam etme se\u00e7ene\u011fini de hayata ge\u00e7irmek onlar i\u00e7in zor oluyor zira g\u00f6rd\u00fckleri \u00f6\u011frenim, onlar\u0131 y\u00fcksek\u00f6\u011frenime haz\u0131rlamaktan ziyade do\u011frudan bir meslek edindirmeye y\u00f6nelik oldu\u011fundan bu haz\u0131rl\u0131k safhas\u0131nda yetersizlikler g\u00f6steriyor. Bir yandan farkl\u0131 sekt\u00f6rlerde ara kademe eleman eksikli\u011fi dile getirilirken, di\u011fer yandan meslek lisesi mezunlar\u0131n\u0131n kendilerini i\u00e7inde buldu\u011fu i\u015fsizlik \u00e7\u0131kmaz\u0131, ger\u00e7ek bir paradoks olu\u015fturuyor.<\/p>\n<p>Yap\u0131lan bu d\u00fczenlemenin ard\u0131ndan, meslek lisesi mezunlar\u0131, y\u00fcksek\u00f6\u011frenimleri i\u00e7in farkl\u0131 bir alan\u0131 daha rahat tercih edebilecekler. Ancak, unutulmamas\u0131 gereken \u015fu ki bir meslek lisesi mezunu, y\u00fcksek\u00f6\u011frenimde farkl\u0131 bir alana y\u00f6neldi\u011finde alm\u0131\u015f oldu\u011fu mesle\u011fe y\u00f6nelik e\u011fitimin hi\u00e7bir k\u0131ymeti kalmayacak; hem ki\u015finin \u00f6\u011frenci olarak verdi\u011fi emek, ge\u00e7irdi\u011fi y\u0131llar ve alm\u0131\u015f oldu\u011fu formasyon hem de devletin onun e\u011fitimi ve bu alanda yeti\u015fmesi i\u00e7in yapt\u0131\u011f\u0131 yat\u0131r\u0131m bo\u015fa gidecek. Dolay\u0131s\u0131yla orta\u00f6\u011frenimini meslek lisesinde g\u00f6rm\u00fc\u015f olman\u0131n, ki\u015fi i\u00e7in bir anlam\u0131 ve ayr\u0131cal\u0131\u011f\u0131 olmayacak. Bu ger\u00e7e\u011fin \u0131\u015f\u0131\u011f\u0131nda, yap\u0131lan bu son d\u00fczenleme tabiri caizse kangrenle\u015fen yaraya yap\u0131\u015ft\u0131r\u0131lan bant olmaktan \u00f6teye gidemeyecek, yara i\u00e7eride kanamaya devam edecek.<\/p>\n<p>Sorunun k\u00f6kten \u00e7\u00f6z\u00fcm\u00fc i\u00e7in kan\u0131mca yap\u0131lmas\u0131 gereken, t\u00fcm meslek liselerinin stat\u00fclerinin ve e\u011fitsel i\u00e7eriklerinin yeniden tan\u0131mlanmas\u0131 ve bunlar\u0131n kontenjanlar\u0131n\u0131n, kamusal ve sekt\u00f6rel ihtiya\u00e7lara g\u00f6re ger\u00e7ek\u00e7i \u015fekilde yeniden belirlenmesidir. Bununla birlikte temel e\u011fitim sistemi de kademeli olarak, \u00e7ocuklar\u0131n ilgi ve yeteneklerini erken ya\u015fta ke\u015ffedip, onlar\u0131 bu alanlara y\u00f6nlendirecek yap\u0131ya d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir.
