Ancak memura bir da k\u00f6t\u00fc haber var: Fazla \u00e7al\u0131\u015fma \u00fccreti olmayacak.<\/h1>\n<p><strong>H\u00fcrriyet gazetesinden Aysel Alp&#8217;in \u00f6zel haberi;<\/strong><\/p>\n<p>Uzman yard\u0131mc\u0131l\u0131\u011f\u0131 ve m\u00fcfetti\u015f yard\u0131mc\u0131l\u0131\u011f\u0131 i\u00e7in gerekli s\u00fcre 1 y\u0131l k\u0131salacak, hem tez hem yabanc\u0131 dil \u015fart\u0131 kalkacak. \u00d6zel sekt\u00f6rde 5 y\u0131l \u00e7al\u0131\u015fm\u0131\u015f olanlar sadece m\u00fcste\u015far, genel m\u00fcd\u00fcr, genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 de\u011fil; \u015fube m\u00fcd\u00fcr\u00fc, il m\u00fcd\u00fcr\u00fc, m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 olarak do\u011frudan devlette g\u00f6reve ba\u015flayabilecek.<\/p>\n<p>H\u00fck\u00fcmet, Devlet Memurlar\u0131 Kanunu ile Baz\u0131 Kanun ve Kanun H\u00fckm\u00fcnde Kararnamelerde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun Tasar\u0131s\u0131&#8217;n\u0131 d\u00fcn TBMM&#8217;ye sevk etti. Haz\u0131rl\u0131k a\u015famas\u0131nda sendikalar ile \u00c7al\u0131\u015fma Bakanl\u0131\u011f\u0131n\u0131 kar\u015f\u0131 kar\u015f\u0131ya getiren &#8216;rotasyon&#8217; d\u00fczenlemesinin olmamas\u0131 dikkat \u00e7ekti. Bakanl\u0131\u011f\u0131n, Do\u011fu ve G\u00fcneydo\u011fu Anadolu ba\u015fta olmak \u00fczere az geli\u015fmi\u015f b\u00f6lgelerde doktor, \u00f6\u011fretmen, m\u00fchendis, tekniker gibi \u00e7al\u0131\u015fan bulmakta s\u0131k\u0131nt\u0131 \u00e7ekildi\u011fi gerek\u00e7esiyle g\u00fcndeme getirdi\u011fi rotasyon \u00f6nerisini sendikalar &#8216;te\u015fvik&#8217; \u015fart\u0131yla kabul edeceklerini bildirmi\u015flerdi. Ancak Maliye Bakanl\u0131\u011f\u0131&#8217;n\u0131n bu b\u00f6lgelerde fazla \u00fccrete itiraz etmesi \u00fczerine h\u00fck\u00fcmet, &#8216;rotasyondan&#8217; &#8216;\u015fimdilik&#8217; vazge\u00e7mi\u015f g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p>Tasar\u0131n\u0131n en \u00e7ok tart\u0131\u015f\u0131lacak bir ba\u015fka maddesini ise \u00f6zel sekt\u00f6r \u00e7al\u0131\u015fanlar\u0131na do\u011frudan devlette y\u00f6netici olma yolunun a\u00e7\u0131lmas\u0131 olu\u015fturuyor. \u00d6yle ki tasar\u0131 ile ek g\u00f6stergesi 6400 ve \u00fczeri olan, \u015fube m\u00fcd\u00fcr\u00fc, m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, daire ba\u015fkan\u0131, genel m\u00fcd\u00fcr, genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, m\u00fcste\u015far, m\u00fcste\u015far yard\u0131mc\u0131s\u0131 gibi g\u00f6revlere \u00fcniversite mezunu olmas\u0131 ve \u00f6zel sekt\u00f6rde en az 5 y\u0131l \u00e7al\u0131\u015fm\u0131\u015fl\u0131\u011f\u0131 olanlar do\u011frudan atanabilecekler. Bu ki\u015filerin bir \u015firkette \u00e7al\u0131\u015fmas\u0131 gerekmeyecek; kay\u0131tl\u0131 olmas\u0131 kayd\u0131yla kendi i\u015fini yapm\u0131\u015f olmas\u0131 da yeterli olacak.<\/p>\n<p>Tasar\u0131 ile uzman yard\u0131mc\u0131l\u0131\u011f\u0131 ve m\u00fcfetti\u015f yard\u0131mc\u0131l\u0131\u011f\u0131nda ge\u00e7irilmesi gereken s\u00fcre 3 y\u0131ldan 2 y\u0131la inecek. Uzman olmak i\u00e7in art\u0131k &#8216;tez haz\u0131rlamak&#8217; ve &#8216;dil bilmek&#8217; de gerekmeyecek. Ancak d\u00fczenlemenin mevcut kariyer memur adaylar\u0131n\u0131 kapsay\u0131p kapsamayaca\u011f\u0131 \u015fimdilik bilinmiyor. \u00c7\u00fcnk\u00fc Devlet Personel Ba\u015fkanl\u0131\u011f\u0131, haz\u0131rlad\u0131\u011f\u0131 taslakta, bu uygulaman\u0131n mevcutlar i\u00e7in de\u011fil; yasa \u00e7\u0131kt\u0131ktan sonraki adaylar i\u00e7in ge\u00e7erli olmas\u0131na ili\u015fkin h\u00fckme yer vermi\u015fti.<\/p>\n<p>Tasar\u0131 baz\u0131 bakanl\u0131k ve kurumlarda m\u00fcd\u00fcr ve daha \u00fcst unvanl\u0131 y\u00f6netici kadrolar\u0131na atanabilmek i\u00e7in belirli bir meslek grubundan olma \u015fart\u0131n\u0131 da kald\u0131r\u0131yor.<\/p>\n<p>\u00d6yle ki Adalet Bakanl\u0131\u011f\u0131&#8217;nda m\u00fcd\u00fcr olabilmek i\u00e7in hakim, savc\u0131; \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131&#8217;nda m\u00fcd\u00fcr olabilmek i\u00e7in Kaymakam; Devlet Personel Ba\u015fkanl\u0131\u011f\u0131&#8217;nda y\u00f6netici olabilmek i\u00e7in Devlet Personel Uzman\u0131 olma \u015fartlar\u0131 kald\u0131r\u0131l\u0131yor. B\u00f6ylece herkesin \u00fcst d\u00fczey y\u00f6netici olabilmesinin yolu a\u00e7\u0131l\u0131yor.<\/p>\n<p>Uzman ve uzman yard\u0131mc\u0131l\u0131\u011f\u0131 i\u00e7in gerekli ya\u015f s\u0131n\u0131r\u0131 35 olarak belirleniyor.<\/p>\n<p>MEMURA B\u0130R DE K\u00d6T\u00dc HABER<\/p>\n<p>H\u00fck\u00fcmet, 666 Say\u0131l\u0131 Kanun H\u00fckm\u00fcnde Kararname ile kamuda &#8216;fazla \u00e7al\u0131\u015fma&#8217; \u00fccreti uygulamas\u0131na son vermi\u015f; fazla \u00e7al\u0131\u015fma \u00fccreti, Bakanlar Kurulu&#8217;nun belirleyece\u011fi kurum ve pozisyonlar i\u00e7in ge\u00e7erli olacakt\u0131. Ancak bu d\u00fczenleme Anayasa Mahkemesi taraf\u0131ndan iptal edilmi\u015fti. \u0130\u015fte h\u00fck\u00fcmet, yasal bo\u015flu\u011fu doldurmak \u00fczere &#8216;fazla \u00e7al\u0131\u015fma \u00fccretinin&#8217; kald\u0131r\u0131lmas\u0131na dair h\u00fckm\u00fc yeni tasar\u0131ya koydu. Tasar\u0131n\u0131n dikkat \u00e7ekici di\u011fer de\u011fi\u015fiklikleri ise \u015f\u00f6yle:<\/p>\n<p>657 say\u0131l\u0131 Kanuna bir madde eklenerek M\u00fcd\u00fcr, \u0130l M\u00fcd\u00fcr\u00fc, Daire Ba\u015fkan\u0131 ve daha \u00fcst \u00fcnvanl\u0131 kadrolara yap\u0131lacak atamalarda aranan 8-10 ve 12 y\u0131ll\u0131k hizmet s\u00fcresi 5 y\u0131la inecek. Yani hangi pozisyonda olursa olsun, 5 y\u0131l \u00e7al\u0131\u015fm\u0131\u015fl\u0131\u011f\u0131 bulunan herkes y\u00f6netici kadrolara atanabilecek.<\/p>\n<p>&#8211; Kamu kurum ve kurulu\u015flar\u0131nda uzman olabilmek i\u00e7in daha \u00f6nce Adalet, Milli Savunma, \u0130\u00e7i\u015fleri, D\u0131\u015fi\u015fleri, Y\u00fcksek \u00d6\u011frenim Kurulu ve Bakanlar kurulunca belirlenen bakanl\u0131k ba\u011fl\u0131 kurulu\u015flar\u0131n\u0131n uzman yard\u0131mc\u0131l\u0131\u011f\u0131 i\u00e7in gerekli olan \u201cen az d\u00f6rt y\u0131ll\u0131k lisans e\u011fitimi veren hukuk siyasal bilgiler, iktisat, i\u015fletme, iktisadi ve<\/p>\n<p>28 \u015eUBAT&#8217;TA ATILANLAR GER\u0130 D\u00d6NECEK!<br \/>\nTasar\u0131n\u0131n en \u00f6nemli d\u00fczenlemelerinden biri de 28 \u015eubat 1997 tarihinden sonra memuriyetten at\u0131lanlar\u0131n yeniden devlet memurlu\u011funa d\u00f6nmeleri olu\u015fturuyor.<\/p>\n<p>5525 say\u0131l\u0131 Memurlar ile Di\u011fer Kamu G\u00f6revlilerinin Baz\u0131 Disiplin Cezalar\u0131n\u0131n Aff\u0131 Hakk\u0131nda Kanunda yap\u0131lan d\u00fczenlemeyle 28 \u015eubat 1997 tarihinden sonra verilen disiplin cezalar\u0131 nedeniyle memuriyetten \u00e7\u0131kar\u0131lanlar\u0131n yeniden g\u00f6reve al\u0131nmas\u0131nda kadro k\u0131s\u0131tlamalar\u0131 uygulanmayacak.<\/p>\n<p>Yani devlete ait su\u00e7lar, y\u00fcz k\u0131zart\u0131c\u0131 su\u00e7lar gibi gerek\u00e7eler d\u0131\u015f\u0131nda 28 \u015eubat nedeniyle memuriyetten at\u0131lanlar, hi\u00e7 itirazs\u0131z yeniden memuriyete d\u00f6necekler.<\/p>\n<p>idari bilimler fak\u00fcltelerinden veya bakanl\u0131klar ve kurumlarca y\u00fcr\u00fct\u00fclen kurumsal hizmet gerekleri \u00e7er\u00e7evesinde en az d\u00f6rt y\u0131ll\u0131k lisans e\u011fitimi veren ve y\u00f6netmelikle belirlenen y\u00fcksek \u00f6\u011fretim kurumlar\u0131ndan ya da bunlara denkli\u011fi Y\u00fcksek\u00f6\u011fretim Kurulu taraf\u0131ndan kabul edilen yurt i\u00e7i veya yurt d\u0131\u015f\u0131ndaki \u00f6\u011fretim kurumlar\u0131ndan mezun olma\u201d \u015fart\u0131, t\u00fcm uzmanl\u0131klar i\u00e7in gerekli hale geliyor.<\/p>\n<span style=\"font-weight: bold; color: #f00;\">Error, group does not exist!
