Cumhuriyetimizin doksan\u0131nc\u0131 ya\u015f\u0131n\u0131 kutlarken ayn\u0131 zamanda \u0130stanbul\u2019un ula\u015f\u0131m sorununu ortadan kald\u0131rmak \u00fczere tasarlanan bir proje olan Marmaray\u2019\u0131n da devreye al\u0131nmas\u0131na tan\u0131kl\u0131k ediyoruz. Dokuz y\u0131l s\u00fcren \u00e7al\u0131\u015fmayla tamamlanan Marmaray, iki k\u0131tay\u0131 denizin alt\u0131ndan birbirine ba\u011flayacak olmas\u0131n\u0131n yan\u0131 s\u0131ra banliy\u00f6 treni hatlar\u0131na do\u011frudan ba\u011flant\u0131lar\u0131yla entegre bir ta\u015f\u0131mac\u0131l\u0131k sistemi olma \u00f6zelli\u011fini de ta\u015f\u0131yor. Devreye al\u0131n\u0131\u015f\u0131na ba\u011fl\u0131 olarak riskleri tart\u0131\u015f\u0131lmaya devam eden Marmaray\u2019\u0131n \u0130stanbul\u2019un g\u00fcnl\u00fck trafik ak\u0131\u015f\u0131nda k\u0131sm\u00ee bir rahatlama sa\u011flayaca\u011f\u0131 g\u00f6r\u00fcl\u00fcyor ama kronik trafik sorununa ne derece \u00e7are olur, dilerseniz buna bakal\u0131m birlikte.<\/p>\n<p>70\u2019li ve 80\u2019li y\u0131llarda, \u0130stanbul\u2019un iki yakas\u0131na bak\u0131ld\u0131\u011f\u0131nda, Anadolu yakas\u0131n\u0131n \u00e7o\u011funlukla ikamet, Avrupa yakas\u0131n\u0131n da \u00e7o\u011funlukla i\u015fyeri yerle\u015fimi amac\u0131yla tercih edildi\u011fini g\u00f6rmek m\u00fcmk\u00fcnd\u00fc. Buna ba\u011fl\u0131 olarak, \u015fehrin iki yakas\u0131 aras\u0131nda s\u00fcre\u011fen ve yo\u011funlu\u011fu \u00f6zellikle zamanlama bak\u0131m\u0131ndan tahmin edilebilen bir trafik ak\u0131\u015f\u0131 mevcuttu. 90\u2019l\u0131 y\u0131llardan itibaren \u015fehrin h\u0131zla ve ne yaz\u0131k ki \u00e7arp\u0131k addedilecek \u015fekilde b\u00fcy\u00fcmeye ba\u015flamas\u0131, buna ba\u011fl\u0131 olarak da yeni sanayi ve ticaret b\u00f6lgelerinin olu\u015fmas\u0131, \u015fehre g\u00f6\u00e7\u00fcn artmas\u0131 gibi ba\u015fl\u0131ca etmenler, \u0130stanbul\u2019un trafik yo\u011funlu\u011funu g\u00fcn be g\u00fcn art\u0131rd\u0131. \u00d6nce ikinci k\u00f6pr\u00fcn\u00fcn yap\u0131lmas\u0131 ve buna ba\u011fl\u0131 yeni yollar\u0131n in\u015fas\u0131, sonra belli g\u00fczerg\u00e2hlarda metronun devreye al\u0131nmas\u0131, ayr\u0131ca deniz otob\u00fcsleri ba\u015fta olmak \u00fczere deniz yolu kullan\u0131m\u0131na dair iyile\u015ftirmeler, k\u0131smi \u00e7\u00f6z\u00fcmler sa\u011flasa da g\u00fcn ge\u00e7tik\u00e7e derinle\u015fen trafik sorunu i\u00e7in kal\u0131c\u0131 bir \u00e7\u00f6z\u00fcm olmakta yetersiz kald\u0131lar. 2000\u2019li y\u0131llar\u0131n ba\u015f\u0131ndan itibaren h\u0131zlanan, gerek konut gerekse i\u015fyeri ama\u00e7l\u0131 g\u00f6kdelenlerin, al\u0131\u015fveri\u015f merkezlerinin deyim yerindeyse mantar gibi bitmeleri trafi\u011fi i\u00e7inde \u00e7\u0131k\u0131lmaz bir sorun h\u00e2line getirdi. K\u0131sa vadeli bir \u00e7\u00f6z\u00fcm olarak ortaya konulan metrob\u00fcs dahi, kapasite olarak yetersiz kalmaya ba\u015flam\u0131\u015f durumda.<\/p>\n<p>Bu gidi\u015fle, yirmi y\u0131l i\u00e7erisinde de\u011fil \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc be\u015finci k\u00f6pr\u00fc dahi in\u015fa edilse, Marmaray\u2019dan bir tane daha yap\u0131lsa, \u015fehir ba\u015ftan ba\u015fa metro a\u011f\u0131yla \u00f6r\u00fclse dahi trafik sorunu \u00e7\u00f6z\u00fclmeyecek \u00e7\u00fcnk\u00fc sorunun k\u00f6k nedenleri olan i\u00e7 g\u00f6\u00e7e ba\u011fl\u0131 yerle\u015fim, \u00e7arp\u0131k kentle\u015fme ve belli b\u00f6lgelerde a\u015f\u0131r\u0131 yap\u0131la\u015fma ortadan kalkmayacak. \u00dcst\u00fcne \u00fcstl\u00fck altyap\u0131 sistemlerinde yetersizlik ba\u015f g\u00f6sterecek.<\/p>\n<p>Ne yap\u0131lmas\u0131 gerekti\u011fine gelirsek, \u00f6ncelikle Marmaray ile ba\u015fta deprem olmak \u00fczere ilgili risk \u00f6l\u00e7\u00fcmlerinin ve gerekli tedbirlerin ivedilikle tamamlanmas\u0131 gerekiyor. Orta vadede ise ka\u00e7ak yap\u0131la\u015fman\u0131n \u00f6nlenmesi, i\u00e7 g\u00f6\u00e7\u00fcn azalt\u0131lmas\u0131 ki in\u015fas\u0131 planlanan uydukentlerin i\u00e7 g\u00f6\u00e7 art\u0131\u015f\u0131 i\u00e7in tetikleyici etki yapaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum, trafi\u011fe \u00e7\u0131kan ara\u00e7 say\u0131s\u0131n\u0131 azaltmaya y\u00f6nelik tedbirler getirilmesi \u015fart g\u00f6r\u00fcn\u00fcyor. Aksi h\u00e2lde, g\u00fcnl\u00fck ya\u015fam bir eziyete d\u00f6n\u00fc\u015fecek. Uzun vadede ise belli sanayi kollar\u0131n\u0131n \u0130stanbul ve \u00e7evresinden ta\u015f\u0131nmas\u0131 gerekecek.<\/p>\n<p>Bir y\u0131ld\u0131z daha kayd\u0131 ne yaz\u0131k ki, T\u00fcrk tiyatrosu ve sinemas\u0131n\u0131n usta sanat\u00e7\u0131lar\u0131ndan, karakter oyunculu\u011fuyla sembolle\u015fmi\u015f Tomris O\u011fuzalp Hakk\u2019a y\u00fcr\u00fcd\u00fc. \u00d6mr\u00fcn\u00fcn son g\u00fcnlerinin s\u0131k\u0131nt\u0131 i\u00e7inde ge\u00e7ti\u011fini \u00f6\u011frenmek en \u00fcz\u00fcc\u00fcs\u00fc.
