Gerek\u00e7ede, \u015funlar kaydedildi:<\/p>\n<p>&#8220;B\u00f6lgedeki petrol kaynaklar\u0131ndan elde edilen gelirin b\u00f6lge ekonomisine katk\u0131 sunmas\u0131 durumunda istihdam artacak, yoksullukla m\u00fccadele konusunda \u00f6nemli \u00f6l\u00e7\u00fcde yol kat edilmi\u015f olacakt\u0131r. Petrol gelirlerinin halka ula\u015fmas\u0131n\u0131 sa\u011flamak i\u00e7in bu gelirlerin bir k\u0131sm\u0131n\u0131n yerel y\u00f6netimlere aktar\u0131lmas\u0131 zorunludur.
