Cezan\u0131n tek ba\u015f\u0131na \u00e7\u00f6z\u00fcm olmad\u0131\u011f\u0131 ortada, 12 y\u0131lda 101 milyon trafik cezas\u0131 makbuzuyla 12,9 milyar TL\u2019lik para ceza kesildi. Kalitesi d\u00fc\u015f\u00fck yap boz tahtas\u0131na d\u00f6nen duble yollar da trafik kazalar\u0131n\u0131 \u00f6nleyemiyor. T\u00fcm trafi\u011fi kazalar\u0131, olaylar\u0131 inceleyip \u00e7\u00f6z\u00fcm \u00fcretecek tek bir merkez kurulmal\u0131. H\u00fck\u00fcmet imam hatipler kadar trafik e\u011fitimini de g\u00fcndemine als\u0131n, anaokulunda bile trafik e\u011fitimi art\u0131k ba\u015flamal\u0131\u201d dedi.<\/p>\n<p>Yaz\u0131l\u0131 a\u00e7\u0131klama yaparak trafik ter\u00f6r\u00fcne kar\u015f\u0131 seferberlik ilan edilmesini isteyen CHP\u2019li Umut Oran, T\u00fcrkiye Ermenek\u2019teki maden oca\u011f\u0131nda \u00f6l\u00fcme terk edilen 18 madenciye \u00fcz\u00fcl\u00fcrken, Isparta&#8217;da da mevsimlik tar\u0131m i\u015f\u00e7ilerini ta\u015f\u0131yan ara\u00e7ta bulunan 47 ki\u015fiden 18\u2019inin trafik kazas\u0131nda ya\u015fam\u0131n\u0131 yitirmesiyle bir kez daha sars\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n<h2>Trafikte 12 y\u0131lda 10 milyon kazada 48 bin kay\u0131p, 2,3 milyon yaral\u0131<\/h2>\n<p>Kitlesel i\u015f cinayetlerinde oldu\u011fu gibi b\u00fcy\u00fck trafik kazalar\u0131nda da konunun 1-2 g\u00fcn konu\u015fulup sonra unutuldu\u011funa dikkat \u00e7eken Umut Oran a\u00e7\u0131klamas\u0131nda \u00f6zetle \u015funlar\u0131 kaydetti:<\/p>\n<p>Emniyet Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc Trafik E\u011fitim ve Ara\u015ft\u0131rma Dairesi Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131n istatistik\u00ee verileri vahim tabloya i\u015faret ediyor. Bu verilerden yapt\u0131\u011f\u0131m\u0131z hesaplamaya g\u00f6re 2003 y\u0131l\u0131 ba\u015f\u0131ndan bu y\u0131l\u0131n Eyl\u00fcl sonuna kadar olan d\u00f6nemde T\u00fcrkiye yollar\u0131nda 10 milyon 261 bin 360 trafik kazas\u0131 meydana geldi. Bu kazalar\u0131n 1 milyon 318 bin 753\u2019\u00fcn\u00fc \u00f6l\u00fcml\u00fc ve yaralanmal\u0131 kazalar olu\u015fturdu. Bu kazalarda toplam 48 bin 349 ki\u015fi \u00f6ld\u00fc; 2 milyon 318 bin 740 ki\u015fi de yaraland\u0131.<\/p>\n<h3>Trafik kurban\u0131, Kurtulu\u015f Sava\u015f\u0131 ve PKK ter\u00f6r\u00fcn\u00fcn iki kat\u0131<\/h3>\n<p>12 y\u0131ldan az bir s\u00fcrede 50 bine yak\u0131n \u00f6l\u00fc\u2026 Bu korkun\u00e7 bir say\u0131!&#8230;Trafik kazalar\u0131na son 12 y\u0131lda verilen 50 bine yakla\u015fan kurban say\u0131s\u0131, \u00c7anakkale Sava\u015f\u0131ndaki say\u0131ya yakla\u015f\u0131yor; Kurtulu\u015f sava\u015f\u0131 ile PKK ter\u00f6r\u00fcn\u00fcn bilan\u00e7osunu ikiye katl\u0131yor.<\/p>\n<h4>S\u00fcr\u00fcc\u00fc kusurlar\u0131 ilk s\u0131rada<\/h4>\n<p>\u00d6l\u00fcml\u00fc ve yaralanmal\u0131 kazalar\u0131n y\u00fczde 87.2 oran\u0131 ile en b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcnde kusur s\u00fcr\u00fcc\u00fclere ait. Bu kazalarda \u00f6lenlerin de yar\u0131ya yak\u0131n\u0131n\u0131 yine s\u00fcr\u00fcc\u00fcler olu\u015fturuyor. \u00d6l\u00fcml\u00fc-yaralanmal\u0131 kazalar\u0131n y\u00fczde 10.4 oran\u0131ndaki bir b\u00f6l\u00fcm\u00fcne ise yayalar yol a\u00e7\u0131yor. Ara\u00e7, yol, yolcu gibi unsurlar\u0131n yol a\u00e7t\u0131\u011f\u0131 \u00f6l\u00fcml\u00fc-yaralanmal\u0131 kazalar\u0131n oran\u0131 ise son derece d\u00fc\u015f\u00fck.<\/p>\n<p>S\u00fcr\u00fcc\u00fc kusurlar\u0131n\u0131n ba\u015f\u0131nda ise h\u0131z fakt\u00f6r\u00fc geliyor. Bu t\u00fcr kazalara yol a\u00e7an s\u00fcr\u00fcc\u00fc kusurlar\u0131n\u0131n da\u011f\u0131l\u0131m\u0131na bak\u0131ld\u0131\u011f\u0131nda \u201cara\u00e7 h\u0131z\u0131n\u0131 yol, hava, trafi\u011fin gerektirdi\u011fi ko\u015fullara uydurmama\u201d fakt\u00f6r\u00fc y\u00fczde 33.9\u2019la en b\u00fcy\u00fck pay\u0131 olu\u015fturuyor. \u00d6l\u00fcml\u00fc-yaralanmal\u0131 kazalarda; kav\u015fak, ge\u00e7i\u015f \u00f6nceli\u011fine uymama kusuru (y\u00fczde 14.9), arkadan \u00e7arpma (y\u00fczde 7.9), manevralar\u0131 d\u00fczenleyen genel \u015fartlara uymama (y\u00fczde 7.5) ve d\u00f6n\u00fc\u015f kurallar\u0131na uymama (y\u00fczde 7.2) gibi kusurlar ilk s\u0131rada yer al\u0131yor.<\/p>\n<p>\u00d6l\u00fcml\u00fc ve yaralanmal\u0131 trafik kazalar\u0131na kar\u0131\u015fan ara\u00e7lar\u0131n cinsine bak\u0131ld\u0131\u011f\u0131nda y\u00fczde 50.9\u2019la otomobiller en b\u00fcy\u00fck a\u011f\u0131rl\u0131\u011f\u0131 olu\u015fturuyor. Bunu y\u00fczde 15.5 oran\u0131yla kamyonetler, y\u00fczde 14.7 ile motosikletler izliyor. Di\u011fer ara\u00e7 cinslerinin \u00f6l\u00fcml\u00fc-yaralanmal\u0131 kazalardaki pay\u0131 \u00e7ok d\u00fc\u015f\u00fck d\u00fczeylerde.<\/p>\n<p>\u00d6l\u00fcml\u00fc ve yaralanmal\u0131 kazalar\u0131n y\u00fczde 29.6 ile en b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc, yandan \u00e7arpma \u015feklinde ya\u015fan\u0131yor. Bunu y\u00fczde 21.4 oran\u0131yla yayaya \u00e7arpma, y\u00fczde 10.5\u2019le arkadan \u00e7arpma, y\u00fczde 10.4\u2019le devrilme, savrulma, takla, y\u00fczde 9.5\u2019le yoldan \u00e7\u0131kma izliyor. Bu t\u00fcr kazalara yol a\u00e7an di\u011fer unsurlar engel\/cisim ile \u00e7arp\u0131\u015fma, kar\u015f\u0131l\u0131kl\u0131 \u00e7arp\u0131\u015fma, duran araca \u00e7arpma, yan yana \u00e7arpma, ara\u00e7tan insan d\u00fc\u015fmesi, hayvana \u00e7arpma, \u00e7oklu \u00e7arp\u0131\u015fma, zincirleme \u00e7arp\u0131\u015fma, ara\u00e7tan cisim d\u00fc\u015fmesi olarak s\u0131ralan\u0131yor.<\/p>\n<h5>12,9 milyar TL ceza kesildi, \u00e7\u00f6z\u00fcm olmad\u0131!<\/h5>\n<p>Ocak 2003-Eyl\u00fcl 2014 d\u00f6neminde ara\u00e7 s\u00fcr\u00fcc\u00fclerine kurallara ayk\u0131r\u0131 davran\u0131\u015flar\u0131 dolay\u0131s\u0131yla 101 milyon 99 bin 708 trafik cezas\u0131 d\u00fczenlendi. Bu kapsamda 12 milyar 981.6 milyon liral\u0131k trafik cezas\u0131 uyguland\u0131, 7 milyon 349 bin 292 ara\u00e7 trafikten men edildi.<\/p>\n<p>Baz al\u0131nan d\u00f6nemde y\u0131ll\u0131k 6 milyon dolay\u0131ndaki ceza say\u0131s\u0131n\u0131n 13 milyonu a\u015ft\u0131\u011f\u0131, kesilen y\u0131ll\u0131k ceza tutar\u0131n\u0131n 334 milyon liradan 2.3 milyar liraya, y\u0131lda trafi\u011fe \u00e7\u0131kmas\u0131 yasaklanan ara\u00e7 say\u0131s\u0131n\u0131n da 200 binlerden 800 binlere \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6zleniyor.<\/p>\n<p>Trafik kural\u0131 ihlallerine y\u00f6nelik para cezas\u0131 ve di\u011fer yapt\u0131r\u0131mlar her y\u0131l daha da a\u011f\u0131rla\u015ft\u0131r\u0131l\u0131yor. Ancak kaza ve \u00f6l\u00fcm say\u0131s\u0131 h\u0131zla artmaya devam ediyor. Uygulanan ceza ve yapt\u0131r\u0131mlar trafik kazalar\u0131n\u0131 \u00f6nlemede yeterli olmuyor!<\/p>\n<h6>\u00c7arp\u0131k ula\u015f\u0131m altyap\u0131s\u0131<\/h6>\n<p>Kazalarda, mevcut karayolu a\u011f\u0131rl\u0131kl\u0131 ula\u015f\u0131m alt yap\u0131s\u0131n\u0131n da \u00f6nemli pay\u0131 bulunuyor. \u00dclkemizde \u00f6zellikle 1950\u2019lerden bu yana izlenen yanl\u0131\u015f ula\u015ft\u0131rma politikalar\u0131 bu alanda \u00e7arp\u0131k bir altyap\u0131 ortaya \u00e7\u0131kard\u0131. \u00dclkemizde y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n yakla\u015f\u0131k 70\u2019i, yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n y\u00fczde 90\u2019\u0131 karayolu ile yap\u0131l\u0131yor. T\u00fcrkiye\u2019de trafi\u011fe kay\u0131tl\u0131 motorlu kara ta\u015f\u0131tlar\u0131n\u0131n say\u0131s\u0131 20 milyona yakla\u015f\u0131yor. Ula\u015f\u0131m maliyetlerini y\u00fckselten bu durum kara yollar\u0131n\u0131n y\u00fck\u00fcn\u00fc, trafik yo\u011funlu\u011funu ve kaza riskini de art\u0131r\u0131yor. Kara yollar\u0131n\u0131n \u00fclke ula\u015f\u0131m\u0131nda temel se\u00e7enek ve tercih olmas\u0131, ekonomiye olan y\u00fck\u00fcn\u00fcn yan\u0131nda her y\u0131l trafik kazalar\u0131nda binlerce insan\u0131n \u00f6l\u00fcm\u00fcne ve a\u011f\u0131r maddi kay\u0131plara yol a\u00e7\u0131yor.<\/p>\n<h6>Duble yollar kazalar\u0131 azaltmad\u0131<\/h6>\n<p>Son y\u0131llarda a\u011f\u0131rl\u0131k verilen duble (ayr\u0131lm\u0131\u015f) yol yat\u0131r\u0131mlar\u0131n\u0131n kazalar\u0131 azaltmas\u0131 beklenirken; alelacele yapt\u0131r\u0131lan bu yollar\u0131n gerekli teknik \u00f6zelliklerden yoksun olu\u015fu nedeniyle trafik g\u00fcvenli\u011fine katk\u0131s\u0131 s\u0131n\u0131rl\u0131 kald\u0131. Genelde ta\u015feronlara yapt\u0131r\u0131lan, kalitesiz, k\u0131sa s\u00fcrede bozularak onar\u0131m gerektiren, biri bitirilemeden \u00f6nceki eskiyen bu yollar, trafik kazalar\u0131n\u0131n azalmas\u0131na katk\u0131 vermedi. Trafik kazas\u0131 say\u0131s\u0131nda y\u0131llar itibariyle devam eden art\u0131\u015flar da bunun g\u00f6stergesi. Duble yollar\u0131n karayollar\u0131 a\u011f\u0131 i\u00e7indeki pay\u0131n\u0131n belli bir noktaya ula\u015fmaya ba\u015flad\u0131\u011f\u0131 2007\u2019den bu yana trafik kazalar\u0131nda \u00f6lenlerin y\u0131ll\u0131k say\u0131s\u0131nda bir miktar d\u00fc\u015f\u00fc\u015f g\u00f6zlenmekle birlikte, kaza say\u0131s\u0131 ve yaral\u0131 say\u0131s\u0131 ayn\u0131 h\u0131zla artmaya devam ediyor. Bu geli\u015fmeler, \u00f6l\u00fc say\u0131s\u0131ndaki azalman\u0131n duble yollardan de\u011fil, daha \u00e7ok trafi\u011fe \u00e7\u0131kan ara\u00e7lar\u0131n kalitesindeki y\u00fckselmeden kaynakland\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Yani kazalar ayn\u0131 h\u0131zla artmaya devam ediyor, ancak g\u00fcvenlik \u00f6nlemleri geli\u015fmi\u015f ara\u00e7lar\u0131n pay\u0131ndaki art\u0131\u015fa ba\u011fl\u0131 olarak art\u0131k kazalarda daha az ki\u015fi \u00f6l\u00fcyor.<\/p>\n<h6>T\u00fcm trafik tek merkezden y\u00f6netilmeli<\/h6>\n<p>T\u00fcrkiye\u2019de kay\u0131tlara ge\u00e7en trafik kazalar\u0131n\u0131n, ger\u00e7ek say\u0131y\u0131 yans\u0131tmad\u0131\u011f\u0131 biliniyor. Kaza say\u0131lar\u0131n\u0131n polis, jandarma, karayollar\u0131 taraf\u0131ndan ayr\u0131 ayr\u0131 tutulmas\u0131, verilerin belli bir standarttan yoksunlu\u011funu beraberinde getiriyor ve toplu bir veri olu\u015fturmay\u0131 engelliyor. Kaza yerinde de\u011fil hastanede ya\u015fam\u0131n\u0131 yitirenler dahi tutanaklara ge\u00e7irilmiyor. Trafik kazalar\u0131n\u0131 t\u00fcm boyutlar\u0131 ile ara\u015ft\u0131ran, izleyen, sa\u011fl\u0131kl\u0131 veriler \u00fcreten, kazalar\u0131n \u00f6nlenmesine y\u00f6nelik etkin \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fcp politikalar geli\u015ftiren merkezi bir birim olu\u015fturulmal\u0131d\u0131r.<\/p>\n<h6>Anaokulunda bile trafik e\u011fitimi ba\u015flamal\u0131<\/h6>\n<p>\u00dclkemizin en \u00f6nemli toplumsal sorunlar\u0131n\u0131n ba\u015f\u0131nda gelen trafi\u011fin \u00e7\u00f6z\u00fcm\u00fc i\u00e7in m\u00fchendislik, e\u011fitim ve denetim gibi 3 temel unsurun yerine gelmesi gerekiyor.<\/p>\n<p>\u00d6l\u00fcml\u00fc ve yaralanmal\u0131 kazalar\u0131n y\u00fczde 90\u2019a yak\u0131n b\u00f6l\u00fcm\u00fcn\u00fcn s\u00fcr\u00fcc\u00fc hatalar\u0131ndan kaynaklanmas\u0131 insan fakt\u00f6r\u00fcn\u00fc \u00f6ne \u00e7\u0131kar\u0131yor. Bu durum, trafik konusunda e\u011fitimin \u00f6nem ve \u00f6nceli\u011fini bize g\u00f6stermesine kar\u015f\u0131n imam hatipler d\u0131\u015f\u0131nda \u00f6nceli\u011fi olmayan h\u00fck\u00fcmetin trafik e\u011fitimindeki k\u00f6rl\u00fc\u011f\u00fcn\u00fc ortaya koymaktad\u0131r. Halbuki okul \u00f6ncesi e\u011fitim kurumlar\u0131ndan ba\u015flayarak \u00e7ocuklara trafik bilgisi ve g\u00fcvenlik dersleri verilmelidir. \u00dcstelik \u00e7ocuklara sadece teorik de\u011fil uygulamal\u0131 trafik e\u011fitimi de verilmelidir. Trafik g\u00fcvenli\u011fini sa\u011flamak, kazalar\u0131 en aza indirmek i\u00e7in, t\u00fcm toplumu e\u011fitmek ve trafik bilincine sahip, bu konuda duyarl\u0131 ve sorumlu nesiller yeti\u015ftirmek gerekiyor.
