Bu d\u00fczenleme kapsam\u0131nda konut kira art\u0131\u015f oran\u0131n\u0131n tavan\u0131 y\u00fczde 25&#8217;le s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015ft\u0131. Fakat 1 Temmuz itibari ile s\u0131n\u0131rlama kalkaca\u011f\u0131 s\u00f6z konusu.<\/p>\n<p>D\u00fczenleme de\u011fi\u015fti\u011fi takdirde kira art\u0131\u015flar\u0131 12 ayl\u0131k enflasyon ortalamas\u0131 hesab\u0131na g\u00f6re yap\u0131lacak. Bu art\u0131\u015fta \u015fu anki hesaplamalara g\u00f6re Nisan ay\u0131 baz al\u0131nd\u0131\u011f\u0131nda yakla\u015f\u0131k y\u00fczde 59.64 seviyesinde bir orana denk geliyor.<\/p>\n<p>Konuya ili\u015fkin a\u00e7\u0131klamalarda bulunan Emlak Uzman\u0131 Mustafa Hakan \u00d6zelmac\u0131kl\u0131, \u201cBeklentimiz 2 Temmuz itibari ile kira oranlar\u0131nda yap\u0131lacak d\u00fczenlemeyle birlikte kiral\u0131k evlerin artaca\u011f\u0131 ve elinde bo\u015f daire tutan ve kiraya vermek istemeyen vatanda\u015flar\u0131n bu d\u00f6nemde bo\u015f dairelerini kiraya veya sat\u0131l\u0131\u011fa \u00e7\u0131karaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum\u201d dedi.<\/p>\n<h2><strong>Y\u00fczde 25 kira art\u0131\u015f oran\u0131 ger\u00e7ek\u00e7i mi?<\/strong><\/h2>\n<p>Beklenen d\u00fczenleme anla\u015fmazl\u0131klar\u0131 ortadan kald\u0131raca\u011f\u0131n\u0131 belirten Emlak\u00e7\u0131 Mustafa Hakan \u00d6zelmac\u0131kl\u0131 s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u00d6zellikle son d\u00f6nemde bakanlar\u0131m\u0131z\u0131n konuya ili\u015fkin a\u00e7\u0131klamalar\u0131 devam ediyor. Hazine ve Maliye Bakan\u0131 Mehmet \u015eim\u015fek, y\u00fczde 25 kira s\u0131n\u0131rlamas\u0131n\u0131n uzat\u0131lmayaca\u011f\u0131na dair s\u00f6ylemleri olmu\u015ftu. Bizde sekt\u00f6r temsilcileri olarak de\u011ferlendirdi\u011fimizde piyasada y\u00fczde 25 s\u0131n\u0131r\u0131n\u0131n ger\u00e7ek\u00e7i anlamda \u00e7ok net bir \u015fekilde uygulanamad\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fck. \u00d6zellikle konutlarda getirilen bu s\u0131n\u0131rlama 11 Temmuz 2022 tarihiyle ba\u015flam\u0131\u015f, 1 Temmuz 2024 tarihinde sona erecek.<\/p>\n<p>2 Temmuz\u2019dan itibaren yenilenen t\u00fcm kira kontratlar\u0131nda kira art\u0131\u015flar\u0131nda, \u00f6zellikle konutlarda y\u00fczde 25 art\u0131\u015f de\u011fil, T\u00fcketici Fiyat Endeksi\u2019nin son 12 ayl\u0131k ortalamas\u0131 olan de\u011fer esas al\u0131nacak. Nisan ay\u0131nda bu de\u011fere bakt\u0131\u011f\u0131m\u0131zda y\u00fczde 59.64 seviyesindeki bir oran\u0131 g\u00f6r\u00fcyoruz. Asl\u0131nda kira art\u0131\u015f\u0131 y\u00fczde 25 de\u011fil de yakla\u015f\u0131k bu y\u00fczde 60\u2019l\u0131k seviyede artacak. Bu durumun \u00f6zellikle kirac\u0131lar ve mal sahipleri aras\u0131nda ya\u015fanan anla\u015fmazl\u0131klar\u0131 nispeten bir \u00e7are olmas\u0131 hedefleniyor.<\/p>\n<p>Bu noktada a\u00e7\u0131lm\u0131\u015f dava say\u0131s\u0131 \u00e7ok fazla. 2023 y\u0131l\u0131nda kira, kiral\u0131n\u0131n tahliyesi gibi a\u00e7\u0131lm\u0131\u015f davalara bakt\u0131\u011f\u0131m\u0131zda sadece dava say\u0131s\u0131n\u0131n 120 bin seviyelerine ula\u015ft\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. B\u00f6yle bir s\u0131n\u0131rlaman\u0131n kalkacak olmas\u0131 2023 y\u0131l\u0131 Temmuz ay\u0131ndan itibaren kiraya verilen ta\u015f\u0131nmazlarda en az\u0131ndan kirac\u0131 ve mal sahibi uyu\u015fmazl\u0131klar\u0131n\u0131 nispeten azaltacak. Hukuktaki i\u015f y\u00fck\u00fcn\u00fc nispeten azaltacak.<\/p>\n<p>Kira oranlar\u0131ndaki beklenen yeni d\u00fczenlemenin olu\u015fmas\u0131 halinde bo\u015f dairelerin sat\u0131\u015fa veya kiral\u0131\u011fa \u00e7\u0131kaca\u011f\u0131n\u0131 belirten \u00d6zelmac\u0131kl\u0131, \u201cAyn\u0131 zamanda baz\u0131 ta\u015f\u0131nmazlar\u0131 mal sahipleri bu kira s\u0131n\u0131rlamas\u0131 nedeniyle asl\u0131nda bo\u015f tutuyorlard\u0131. Bu y\u00fczde 25 s\u0131n\u0131rlamas\u0131 kald\u0131r\u0131ld\u0131\u011f\u0131 takdirde belki bo\u015f tutulan bu gayrimenkulleri tekrar mal sahipleri kiraya verme konusunda daha hevesli davranabilecekleri bir durum olu\u015facak.
