Yeni d\u00fczenleme kapsam\u0131nda, \u00e7evre ve ekosistem \u00fczerinde tehdit olu\u015fturan yabanc\u0131 t\u00fcrlerin \u00fclkeye giri\u015finin ve yay\u0131l\u0131m\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmesi amac\u0131yla Ulusal \u0130stilac\u0131 Yabanc\u0131 T\u00fcr (U\u0130ST) Listesi olu\u015fturulacak.<\/p>\n<h2><strong>\u0130stilac\u0131 t\u00fcrlere kar\u015f\u0131 bilimsel kriterlerle belirlenecek<\/strong><\/h2>\n<p>Listeye al\u0131nacak t\u00fcrler bilimsel ve teknik kan\u0131tlarla belirlenecek. Bir t\u00fcr\u00fcn listeye girebilmesi i\u00e7in \u00fclke s\u0131n\u0131rlar\u0131 i\u00e7inde yabanc\u0131 t\u00fcr oldu\u011funun tespit edilmesi, mevcut ve \u00f6ng\u00f6r\u00fclen iklim de\u011fi\u015fikli\u011fi ko\u015fullar\u0131nda karasal ya da sucul ortamlarda ya\u015fayabilir pop\u00fclasyon olu\u015fturma ve yay\u0131lma potansiyeline sahip olmas\u0131 gerekecek.<\/p>\n<p>Liste, Sucul ve Karasal \u0130stilac\u0131 Yabanc\u0131 T\u00fcrler Teknik Dan\u0131\u015fma Gruplar\u0131 taraf\u0131ndan haz\u0131rlanacak ve Ulusal \u0130stilac\u0131 Yabanc\u0131 T\u00fcrler Komisyonu\u2019na sunulacak. Komisyonun onaylad\u0131\u011f\u0131 liste, Bakanl\u0131\u011f\u0131n internet sitesinde yay\u0131mlanacak ve d\u00fczenli olarak g\u00fcncellenecek.<\/p>\n<h2><strong>Listeye giren t\u00fcrlere tam yasak<\/strong><\/h2>\n<p>U\u0130ST Listesi\u2019ne al\u0131nan t\u00fcrler transit olarak ta\u015f\u0131namayacak ve \u00fclke s\u0131n\u0131rlar\u0131na sokulamayacak. Bu t\u00fcrler kapal\u0131 muhafaza dahil hi\u00e7bir yerde bulundurulamayacak, \u00fcretilemeyecek, b\u00fcy\u00fct\u00fclemeyecek ve yeti\u015ftirilemeyecek.<\/p>\n<p>Ayr\u0131ca ticarete konu edilemeyecek, sat\u0131lamayacak, takas edilemeyecek, kullan\u0131lamayacak ve \u00e7evreye sal\u0131namayacak. Yaln\u0131zca imha amac\u0131yla \u00f6zel tesislere ta\u015f\u0131nmas\u0131na izin verilecek.<\/p>\n<h3><strong>Acil durum plan\u0131 devreye girecek<\/strong><\/h3>\n<p>Listede yer alan t\u00fcrlerin ka\u00e7mas\u0131 veya yay\u0131lmas\u0131 durumunda derhal acil durum plan\u0131 uygulanacak. Bu planlar dan\u0131\u015fma gruplar\u0131 taraf\u0131ndan haz\u0131rlanacak ve komisyon taraf\u0131ndan onaylanacak.<\/p>\n<p>Bilimsel ve t\u0131bbi \u00e7al\u0131\u015fmalar i\u00e7in \u00fcniversitelere ve kamu kurumlar\u0131na izin verilebilecek. Ancak bu izinler komisyon onay\u0131na ba\u011fl\u0131 olacak.<\/p>\n<h3><strong>36 ay i\u00e7inde izleme sistemi kurulacak<\/strong><\/h3>\n<p>Do\u011fa Koruma ve Milli Parklar Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, listenin yay\u0131mlanmas\u0131n\u0131n ard\u0131ndan 36 ay i\u00e7inde istilac\u0131 t\u00fcrlerin varl\u0131\u011f\u0131n\u0131 tespit etmek ve yay\u0131lmas\u0131n\u0131 \u00f6nlemek amac\u0131yla bir izleme sistemi kuracak.
