Yeni ders y\u0131l\u0131n\u0131n t\u00fcm \u00f6\u011frencilere, \u00f6\u011fretmenlere ve e\u011fitime emek verenlerin t\u00fcm\u00fcne hay\u0131rl\u0131 olmas\u0131n\u0131 diliyorum. Her ders y\u0131l\u0131n\u0131n ba\u015f\u0131nda oldu\u011fu gibi bu y\u0131l da OECD, \u201cBir Bak\u0131\u015fta E\u011fitim 2011\u201d ba\u015fl\u0131kl\u0131 raporunu yay\u0131mlad\u0131.<\/p>\n<p>Raporun ortaya koydu\u011fu dikkat \u00e7ekici bulgular\u0131n aras\u0131nda, \u00fclkemizde 5-14 ya\u015f grubundaki okulla\u015fma oran\u0131n\u0131n OECD \u00fclkeleri aras\u0131nda en geride kalmas\u0131; ilkokul ve lise \u00f6\u011fretmenlerinin maa\u015flar\u0131n\u0131n, 1995\u2019teki miktarlar esas al\u0131nd\u0131\u011f\u0131nda, ekonomik krizle ba\u011fl\u0131 olarak gerilemesi, 55-64 ya\u015f grubunda en az lise diplomas\u0131na sahip ki\u015filerin oran\u0131n\u0131n y\u00fczde 19 ile d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc ve bana g\u00f6re en \u00f6nemlisi, \u00fcniversite mezunlar\u0131n\u0131n aras\u0131ndaki i\u015fsizlik oran\u0131n\u0131n 1997-2009 d\u00f6neminde s\u00fcrekli bir art\u0131\u015f g\u00f6stererek y\u00fczde 3,9\u2019dan y\u00fczde 9,9\u2019a y\u00fckselmesi yeral\u0131yor.<\/p>\n<p>Bir yandan ekonomik b\u00fcy\u00fcmeden ve refah art\u0131\u015f\u0131ndan, di\u011fer yandan \u00fclkemizdeki \u00fcniversite say\u0131s\u0131n\u0131n artmas\u0131yla y\u00fcksek\u00f6\u011frenimin yayg\u0131nla\u015fmas\u0131ndan bahsederken, bu rapor g\u00f6steriyor ki, mevcut y\u00fcksek\u00f6\u011fretim sistemimiz diplomal\u0131 i\u015fsiz yeti\u015ftirmeyi s\u00fcrd\u00fcr\u00fcyor. Oysa ki ekonomik b\u00fcy\u00fcmenin nitelikli i\u015fg\u00fcc\u00fc talebini art\u0131rmas\u0131n\u0131 ve b\u00f6ylelikle istihdamda art\u0131\u015f yaratmas\u0131n\u0131 bekliyoruz. Raporda, \u00fclkemizdeki y\u00fcksek\u00f6\u011fretime dair \u00e7arp\u0131c\u0131 bir bulgu daha var. OECD \u00fclkeleri aras\u0131nda T\u00fcrkiye, \u00f6\u011frenci ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011fretim eleman\u0131 say\u0131s\u0131n\u0131n, iki y\u0131ll\u0131k meslek y\u00fcksekokulu programlar\u0131nda d\u00f6rt y\u0131ll\u0131k lisans programlar\u0131ndan daha fazla oldu\u011fu tek \u00fclkeyi olu\u015fturuyor.<\/p>\n<p>T\u00fcm bu bulgular i\u015faret ediyor ki bug\u00fcne kadar s\u00fcrd\u00fcr\u00fclen ve h\u00e2len de s\u00fcregelen, her ilde \u00fcniversite bulunmas\u0131, bu kapsamda, mevcut fak\u00fclte veya meslek y\u00fcksekokullar\u0131n\u0131 ayr\u0131 bir \u00fcniversiteye d\u00f6n\u00fc\u015ft\u00fcrme veya s\u0131f\u0131rdan yeni bir \u00fcniversite kurma politikalar\u0131, s\u00f6zkonusu ilin ekonomisini hareketlendirmekten \u00f6teye ge\u00e7emiyor, bu yakla\u015f\u0131mla gen\u00e7ler, gerekli temel e\u011fitimi al\u0131p meslek\u00ee yetkinlik sahibi olam\u0131yor. Zaten, \u00f6\u011fretim \u00fcyelerinin adet\u00e2 bir dershane temposu i\u00e7erisinde s\u00fcrekli ders verdi\u011fi, bilimsel ara\u015ft\u0131rma ve \u00e7al\u0131\u015fmalar\u0131n yap\u0131lamad\u0131\u011f\u0131, yerine g\u00f6re fiziksel olanaklar\u0131n dahi k\u0131s\u0131tl\u0131 oldu\u011fu ortamlarda gen\u00e7lerin yeti\u015fip meslek sahibi olmalar\u0131n\u0131 nas\u0131l bekleyebiliriz?<\/p>\n<p>Bir \u00fcniversiteyi faaliyete ge\u00e7irmek i\u00e7in bana g\u00f6re sadece fiziksel ko\u015fullar\u0131 haz\u0131rlamak, gerekli resm\u00ee prosed\u00fcrleri tamamlay\u0131p \u00f6\u011frenci almak ve dersleri ba\u015flatmak yetmiyor, \u00f6\u011frencilere meslek\u00ee ve ki\u015fisel geli\u015fim olanaklar\u0131n\u0131 sunmak i\u00e7in gerekli akademik ve idar\u00ee kadrolar\u0131 olu\u015fturmak \u00f6ncelik ta\u015f\u0131yor. Bunun i\u00e7in de yetkin ve etkin \u00f6\u011fretim elemanlar\u0131n\u0131n yeti\u015ftirilmesini ve g\u00f6revlendirilmesini ayr\u0131 bir politika olarak uygulamak \u015fart oluyor. K\u0131sa vadede, deyim yerindeyse mantar gibi biten \u015fekilde \u00fcniversite a\u00e7maktan vazge\u00e7ilip, mevcut \u00fcniversitelerin akademik yap\u0131lar\u0131n\u0131n belli uzmanl\u0131k alanlar\u0131 dikkate al\u0131narak d\u00fczenlenmesinin yani her \u00fcniversitede her b\u00f6l\u00fcm\u00fcn bulunmas\u0131ndan ziyade b\u00f6lgesel ekonomik ve sosyal ko\u015fullar g\u00f6zetilerek b\u00f6l\u00fcmlerin olu\u015fturulmas\u0131n\u0131n, uzun vadede \u00f6\u011fretim kalitesi ve verimi ile mezunlar\u0131n meslek\u00ee yeterlili\u011fi bak\u0131m\u0131ndan fayda getirece\u011fi g\u00f6r\u00fc\u015f\u00fcndeyim.<\/p>\n<p>Sadece y\u00fcksek\u00f6\u011fretimde de\u011fil, bireyin e\u011fitsel geli\u015fiminin temelini olu\u015fturan ilk\u00f6\u011fretimden ba\u015flayarak d\u00fczenleme ve geli\u015ftirme ihtiya\u00e7lar\u0131n\u0131n bulundu\u011fu a\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcyor.
